Well, step 1 shouldn't completely cook your rice - about 75% of the way there. But generally, yes, you do cook your rice first, but it's better to do it by absorption than boiling and draining, because that way you lose all the gluey rice bits! Um. What do you generally do? Follow my instructions and all should be well!
